Direct Payments - managed accounts


If you have a managed account, your chosen payroll company will open an account on your behalf. This will be an individual bank account solely used for your Direct Payments funding and accessible only by the payroll company.

Please note, although the payroll company is managing the bank account, they have no employment responsibility and are not involved in any contracts with providers. The payroll company are assisting with payroll functions and financial transactions only.

Payments made on your behalf

As well as receiving the usual payroll services, a managed account has the added benefits of payments being made on your behalf. If you are an employer this will include wage payments to your personal assistants (PAs), payments due to HMRC and any payments due to the pensions provider. The payroll company will also ensure your employer's liability insurance is paid each year.

Payments to personal assistants (PAs)

Payments to PAs are processed on the day the Direct Payments funding credits the managed account, in line with the council's payment schedule. However, depending on the payment method used by the payroll company, it may take three working days for your PA to receive their wage payment. It is important the PA provides their bank details to the payroll company after their first timesheet has been submitted.

Payments for expenses

Should any payments for agreed expenses need to be made from the account, where possible the invoice should be sent to the payroll company for payment. Where this is not possible and a cost has been paid up front by you, a receipt or invoice should be forwarded so you can be reimbursed, for example, for personal protective equipment (PPE) costs.

Statement of accounts

Although you do not have direct access to this money, statements from the account can be sent to you by the payroll company on request. The managed account will also be audited by the Direct Payments Team.
