Horden Masterplan delivery update to be shared with community

Published September 15, 2023 11.11am

Plans to invest £6 million in Horden to support the regeneration of the village are to be shared with residents.

We are hosting events which began yesterday to update people in Horden on the first phase of our plans to regenerate the area.

The events will provide information on our plans to proceed with 'Phase 1' of our Masterplan for Horden - investing £6million in acquiring all properties on Third Street. We have ambitious plans to create a new mix of housing to support the needs of the community. We will continue to explore options to secure a partner to assist in the delivery of the masterplan.

"Making a difference for the people of Horden to improve quality of life"

Cllr James Rowlandson, our Cabinet member for resources, investment and assets, said: "We remain committed to making a difference for the people of Horden to improve quality of life with the resources we have available.

"We know from previous consultations that people in Horden want to see the Numbered Streets redeveloped and that remains our ambition.

"As it currently stands we do not have the funding to redevelop all the Numbered Streets, but we are hoping that the enhancement of Third Street can act as a catalyst for the regeneration of the wider area.

"By delivering, high quality housing, we want to kickstart the redevelopment of the Numbered Streets and make it an area people want to live.

"The revitalisation of Third Street could help us attract developers to work with us on the remainder of the Numbered Streets, and support delivery of our ambitious regeneration plans."

Third Street has been chosen as it is next to a previously cleared site, which is owned by us. This offers the potential to create a large, attractive opportunity for a viable housing scheme.

We continue to explore every opportunity to secure additional funding to allow us to bring forward further development within the community.

Drop-in sessions

We hosted a public exhibition in Horden yesterday and drop-in sessions will follow over the coming weeks. These will provide the local community with further information on our proposals, with staff on hand to answer any questions.

These will take place as follows:

  • Tuesday 19 September, 9.30am to 12.30pm, Horden Youth and Community Centre
  • Monday 25 September, 12pm to 4.30pm, Horden Hub House
  • Monday 2 October, 10am to 2pm, Horden Salvation Army Hall
  • Friday 6 October, 9am to 12pm, Horden Library
  • Monday 9 October, 9.30am to 12.30pm, Horden Family Centre

Support for residents of Third Street

Residents of Third Street will be supported by our housing teams.

Cllr Rowlandson added: "We have made contact with the residents of Third Street about what we would like to do and they can be assured they will receive full support from us.

"This will include working with them to provide support in finding new accommodation if required and getting financial assistance.

"The events we are holding will give them the chance to ask any further questions and the conversations we are having with them are also about allowing us to understand their future housing needs."
